What’s the takeaway?

Choose One of the following scenarios:
1) The town of Stained by the Sea has been facing an increasing epidemic of petty crime over the past several years, increasing in levels of threat and violence quite recently as some of the town hooligans have taken to openly selling drugs on the street, robbing pedestrians, and stealing cars. The townspeople are on edge and want something done about the crime, but Fred, the chief of police, is having a hard time coming up with the ring-leader. As it turns out, you know who the ring-leader is – your best friend from childhood, the friend who always had your back when the older kids picked on you on the school playground. You hate to see your town going downhill, but as your best friend won’t listen to you when you tell him to change his ways, you’re considering turning him in. Choose either Act Utilitarianism  or Rule Utilitarianism and explain what that theory would say that you should do and why it would say that. After, explain whether you agree with the theory, explaining and defending your position.
2) A federal prosecutor has offered you a bribe of $100,000 to enter false testimony against a suspected mafia underling who has been arrested in connection with the mysterious death of Don Ferdinand. In addition to the bribe, you, your spouse, and your young child will be taken care of through a very generous witness protection program – relocated to the city of your choice and given gainful employment in a career to your liking. Your family has been struggling financially, so this is a tempting offer. The testimony will be written by someone else, and while certainly false, your testimony will be enough to put the mafia underling, Lucky Luciano, a real bad guy, away for life. Choose either Act Utilitarianism  or Rule Utilitarianism and explain what that theory would say that you should do and why it would say that. After, explain whether you agree with the theory, explaining and defending your position.
You must write out your answers in ESSAY form.  Nevertheless, you should be sure to have the following parts to your essay.  Consider this a Rough Outline:
1) Introduction – Make sure that you explain the situation in detail and have a strong thesis statement (something like, “if I were in this situation I would do ________”.
2) First Body Paragraph – Completely, accurately, and precisely explain the ethical theory you will be using. Be sure you know the difference between the two types of utilitarian theories and clearly pick only one of the two to use.
3) Second Body Paragraph – Completely, accurately, and precisely apply the ethical theory to the case. This is the part where you answer the questions, “what would the theory suggest be done in this situation and why.”
4) Third/Fourth Body Paragraph – Explain whether you agree with the theory and why. Again, you should aim for clarity, precision, and completeness. When you are defending your position, it helps to imagine objections others might make to your viewpoint and how you would respond. (This might take more than 1 paragraph).
5) Conclusion – Wrap it up. What’s the takeaway? What, if anything, do we learn?
