Scenario: In January 2019, the City of Chicago experienced a Deep Freeze. The temperature dropped to a record breaking -27 degrees Fahrenheit, with a wind chill of nearly -50 degrees Fahrenheit. In such frigid conditions, frostbite can set in for exposed skin in 10 to 15 minutes. The extreme cold also significantly increases the risk of frozen water pipes, stalled cars, malfunctioning furnaces, and threatens energy infrastructure (electrical grid). The Mayor of Chicago called for schools to close, and train and flight service cancelations. Local emergency service officials opened 271 warming centers in city facilities, and deployed ten “mobile warming centers” (buses) on the streets. The City also worked with churches to beef up the number of shelter beds and warming centers. ComEd, the City’s electric provider, deployed crews to quickly repair damage to infrastructure.
